Amessinou Kossi is a civil servant of the Beninese State, currently working as a World Bank project monitoring officer at the Ministry of Economy and Finance since June 2021. He also serves as the Regional Director for West Africa at the African ICT Foundation. With a Doctorate in Information and Communication Sciences, he holds an International Master's in Development Studies and a Professional Master's in Design and Management of Territorial Digital Projects. He is an expert trainer in digital transformation and internet governance, working with several international organizations.

Before his current role, he worked for the Ministry of Planning from 2004 to 2021. He held several key positions, including Head of the IT Department, Coordinator of the Project to set up an efficient pre-archiving system, and Director of IT and Pre-archiving.

Amessinou Kossi is an active member of organizations such as FOSSFA, IGF, ISOC, and the NGO "Women Be Free." He is also involved in academic activities, teaching at the University of Abomey-Calavi, particularly at the Institute for Training and Research in Computer Science (IFRI), the Polytechnic School of Abomey-Calavi (EPAC), and the National School of Administration (ENA). His research focuses on the appropriation of Information and Communication Technologies.
