Mouloud Khelif

Based in Geneva, Switzerland, Mouloud is an independent strategy, governance, and policy advisor/consultant with over twenty-five years of international experience, spanning five continents and multiple industries across public, private, and non-profit sectors. As a lecturer and a trainer, Mouloud is passionate about creating thought-provoking content, whether for academic degree programs or in professional and executive seminar settings. His current interests span AI governance and policymaking, the impact of disruptive technologies on the future of work, and linking geoeconomics/geopolitics to the Internet governance ecosystem.  

Mouloud holds a Diplôme d’Ingénieur (M.Sc. Engineering) from Ecole Nationale de l’Aviation Civile (ENAC, Toulouse, France), a Master of Science from Institut National Polytechnique (Toulouse, France) as well as an MBA (International Strategy and Finance) from HEC Montreal (Canada). He completed a Master of Advanced Studies (International Negotiation and Policymaking) at the Geneva Graduate Institute (IHEID, Geneva, Switzerland) and, in parallel, an Advanced Diploma in Internet Governance (ADIG) at DiploFoundation.

Mouloud is a three-times ICANN Fellow (73;75;77), a SIDI 2021 Fellow (School on Internet Governance, Digital Policies, and Innovation), and has completed VSIG in November 2021. He regularly joins the At-Large Consolidated Policy Working Group calls and is an active member of ICANN’s new Policy Transition Program (pilot).
